P2WOTS: Post Quantum UTXO Winternitz Signatures

The recent updates to the proposal have addressed the significant issue of each signature being limited to a one-time use. By integrating a Merkle Key Tree into each address, users are now afforded 64 attempts at signing, which should substantially widen the safety margin.
