Transaction rate-limiting

Bandwidth budgeting applies globally and is calculated based on the size of broadcast transactions. When broadcasting ten transactions, each 100 kilobytes in size, the system records a total usage of 1 megabyte, regardless of how many peers are involved in the announcement—whether it is 10 or 100. The budget measurement remains consistent and does not take into account the actual number of recipients or whether those recipients proceed to request the full transaction data.

Actual outgoing bandwidth can vary significantly depending on peer behavior. If announcements are made to 10 peers who do not request any transaction bodies, the bandwidth consumption could be as low as approximately 3,200 bytes. In contrast, if 100 peers all request the body for each transaction, the bandwidth usage could escalate to nearly 100 megabytes. This variation illustrates that while the bandwidth budget tracks only the size of transactions broadcast, real network usage may differ widely depending on network participation and request patterns.
