Transaction rate-limiting

Bandwidth budgeting plays a critical role in the efficiency and fairness of peer-to-peer network communication. When the bandwidth limit is set globally per node, there exists a risk where a small number of slow or high-volume peers may fully consume the available bandwidth. This scenario can prevent transactions from effectively reaching other peers, potentially leading to network bottlenecks or uneven distribution.

Alternatively, implementing a bandwidth limit on a per-peer basis helps distribute resources more equitably among all connections. However, even with per-peer limits, it remains essential to establish an aggregate bound on outbound traffic amplification to prevent overall resource exhaustion. The introduction of a clear policy and defined accounting unit aids in managing and reasoning about these limits, especially when facing adversarial or malicious traffic patterns. This structured approach ensures that the system remains robust, fair, and predictable, regardless of varying network behaviors.
