[BIP Draft] Segregated Data: a prunable, script-isolated block region for data carriage

The discussion revolves around the refinement of consensus rules to make them deterministic, as suggested by Adam Back. The focus is on simplifying these rules by solely incorporating commitment weight checks, which are inherently non-fluctuating and thus do not pose risks of blockchain reorganizations (reorgs). This approach effectively segregates entry validation from the consensus mechanism, delegating it to node policy instead.

In this refined model, the coinbase transaction plays a crucial role by embedding the entry hash and its length (L). This ensures that all nodes within the network have access to this information, setting a clear limit on the acceptance of up to L bytes and rejecting any data that does not correspond with the committed root. The integrity of data remains safeguarded through the weight check, which continues to be part of the consensus, thereby limiting the byte quantity based on weight, bandwidth, and storage capacities. This system design aims to prevent the manipulation of data even by a majority, emphasizing the authoritative nature of the commitment.

Furthermore, the model addresses potential issues of data availability. While a miner might choose to withhold data, this act would result in unnecessary costs without providing any strategic advantage, since the withheld data is neither pivotal for network operations nor poses a risk due to its non-reliance and prunability feature. This structure not only enhances the efficiency but also maintains the integrity and replayability of the blockchain system.
