[BIP Draft] Segregated Data: a prunable, script-isolated block region for data carriage

SegData is an innovative approach designed to optimize the handling and storage of data within blockchain technology. By segregating certain types of data, such as those traditionally placed in OP_RETURN or crammed into witness sections, SegData effectively reduces the necessity for this data during Initial Block Download (IBD) and regular storage processes. This segregation not only minimizes the amount of data that needs to be validated at the tip but also altogether skips validation for the segregated data, thereby potentially conserving node resources across various dimensions.

The system accommodates the existing practice where users prefer to keep their data on-chain despite the availability of off-chain options. Instead of using traditional methods like OP_RETURN, SegData introduces a structured, semantically deliberate region that supports consensual retention. This ensures that even if data must remain on-chain, it is managed in a way that aligns with the intentions of both the data providers and the network's efficiency needs. This structural adjustment does not alter the fundamental ability of any participant to timestamp data, maintaining the principle that timestamping remains accessible to all users.
