Motion to Activate BIP 3

The emerging challenge in the realm of content creation, particularly highlighted within the context of Bitcoin Improvement Proposals (BIPs), stems from the increasing desire of authors to leverage Large Language Models (LLMs) for generating content. This trend poses a significant issue for maintainers and reviewers who are tasked with evaluating these submissions. The crux of the problem lies in the inherent asymmetry that arises when human reviewers must sift through potentially AI-generated content, which can be both time-consuming and difficult to accurately assess for quality and originality.

In response to this challenge, there is a growing recognition of the need to rely more heavily on human-centric heuristics such as social capital, proof of work, and personal referrals or recommendations. These measures are seen as vital for ensuring the integrity and quality of submissions, especially as they offer a means to gauge the credibility and seriousness of contributors beyond the mere content of their proposals.

Furthermore, the discussion touches upon the practicalities of managing submissions, suggesting that the current approach of allowing a multitude of open yet unaddressed pull requests (PRs) is far from ideal. To mitigate against the dilution of quality and the overload of unchecked, potentially AI-generated submissions, it has been proposed to amend BIP 3. The amendment would set clear expectations by stating that submissions from new GitHub accounts lacking a history or proof of work, and which appear to be generated by LLMs, are likely to be dismissed outright. This measure aims to streamline the review process and ensure that contributions are both meaningful and manageable for those tasked with maintaining the repository's standards.
