[PATCH v3] daemon: encrypted communication (version 3)

- Rusty Russell discusses the process of introducing a field with the intention of making it optional or eventually compulsory.
He suggests adding the field as two optional fields, labeled 11 and 12, to make the transition easier. In his follow-up message, he corrects himself by stating that the intent is to eventually make the field compulsory.
