Anchor transaction for no expiration channels without segwit

Nicolas Dorier, a developer, stated that locktime is almost useless. The advantage of using it is that it solves the problem at almost no cost. However, a disadvantage is that it sets a minimum delay for a forced channel close. Using CSV also has the same effect but with slightly larger delay. Dorier suggested having a way to cooperatively reclaim the deposit as a good idea.
