Transaction rate-limiting

In the realm of transaction propagation across network links, detailed changes have been implemented to optimize throughput. Specifically, transaction rates are constrained to approximately 24.5 transactions per second. This rate comprises 17.5 transactions from nodes initiating connections due to a rounding factor in the multiplication process, and an additional 7 transactions from inbound peers. The effectiveness of this transmission is limited by overlaps and duplications in peer announcements.

Additionally, modifications have been made to the frequency of inventory broadcasts particularly for outbound peers, where privacy concerns are less significant. The time interval between these broadcasts has been effectively halved, adjusting from every 5 seconds to approximately every 2 seconds due to the necessity of rounding off odd integers. This adjustment facilitates the broadcasting of 35 inventory items every 2 seconds, thereby achieving the rate of 17.5 items per second from outbound directions. Combined with the 7 items per second from the inbound direction, this sums up to the overall figure of 24.5 items per second.
