The BIP110 situation monitor is a newly developed tool designed to provide comprehensive live tracking of miner signaling data, along with visual guides to activation paths and forking dynamics. This monitor can be accessed through a dedicated website, which also features a simulator for exploring generic soft fork chain split dynamics. The purpose behind creating this tool is educational, aiming to clarify misconceptions about the safety of the BIP110 soft fork, especially those propagated by its proponents.

In terms of expectations surrounding BIP110, it appears unlikely that the proposal will achieve the necessary 55% miner signaling within the current difficulty window. The process mandates signaling starting from block 961,632. Should the initial blocks not signal for BIP110, nodes adhering to this protocol will disregard them, while standard nodes continue on the existing chain. This scenario is expected to eventually lead to a chain fork, initiated by a BIP110-compliant miner extending a stale tip. This could result in a persistent fork maintained by BIP110 nodes following a less work-intensive chain, potentially culminating in either capitulation or a shift to a different proof of work mechanism.

Regarding the technical specifics of BIP110, this UASF (User-Activated Soft Fork) was proposed to temporarily limit the size of data fields at the consensus level, as detailed in a recent Pull Request. This limitation spans approximately one year or 52,416 blocks, with an exemption for UTXOs created prior to activation. Post-expiration, all UTXOs are intended to revert to unrestricted status. Activation is managed through a modified version of BIP9, without a failure state and incorporating a max_activation_height to ensure enforcement among compliant nodes. Despite the lower threshold for miner signaling at 55%, concerns have been raised regarding the enforceability and potential spoofing of miner intent, which could leave enforcing hashrate in the minority at the outset of enforcement.

Overall, the BIP110 initiative marks a significant attempt at consensus change outside the main Bitcoin Core implementation, introducing complexities related to chain splits and enforcement mechanisms that highlight both the technical challenges and strategic considerations involved in blockchain governance.
